In the wake of China's great urbanisation process, many of the tens of millions of Chinese rural and urban citizens affected by evictions and expropriations have engaged in complaints, protest and resistance. This paper analyses citizen conceptions of ownership and property rights pertaining to land and buildings opposed to the conception of public socialist land ownership expressed in State laws, regulations and actions. It argues that as evictee protesters challenge the legal property regime of the State, they also articulate a vision of wider political changes that would have to happen to allow for better protection of their rights.

Eva Pils is an associate professor at the Faculty of Law of the Chinese University of Hong Kong. She studied law, philosophy and Chinese studies in Heidelberg (Germany), London and Beijing, and holds a PhD in law from the University of London. She previously taught at Cornell Law School and at University College London. Her scholarship focuses on human rights and China, with publications addressing the role and situation of Chinese human rights defenders, property law and land rights in China, the status of migrant workers, the Chinese petitioning system and conceptions of justice in China. In Autumn 2012, the Chinese Communist Party (CCP) will hold its 18th National People’s Congress. The Chinese president, Hu Jintao, prime minister, Wen Jiabao, and the other seven members of the Politburo Standing Committee, China’s highest decision-making body, will all transfer power. This once-in-a-decade event signifies a change at the upper echelons of China’s political hierarchy from the old to the new.
Prof. Wang will examine the potential impact that the rise of the princelings will have for China’s political economy, especially state-business relations. Prof. deLisle considers the implications of the leadership change for legal reform in China and for China’s stance on international law issues. Prof. Goldstein examines the prospects for continuity and change in China’s foreign policy following the transition to the “Fifth Generation”, and also considers several key foreign policy areas where the new leaders will face challenges. Prof. Burke-White will discuss the United States, China, and the international system. |

Martin Kern, Princeton University - "The Poetry of Philosophical Prose: The First Chapter of Xunzi and the Last of Huainanzi"

Early Chinese philosophical prose contains numerous passages of poetic diction. These do not serve as mere embellishment but contribute to the particular ways in which arguments are developed. Unlike its ancient Greek counterpart, philosophy in early China did not reject poetry as falsehood but embraced it for its aesthetic force as well as for the truth claims it embodied. The lecture examines two prominent examples that are particularly rich in poetic diction: the first chapter "Exhortation to Learning" in Xunzi and the concluding chapter "Summary of the Essentials" in Huainanzi. While the two chapters serve very different purposes, they illustrate how philosophical argument was at once developed and displayed. |

Subaru Cherry Blossom Festival of Greater Philadelphia - The 3rd Annual Cherry Blossom 5K Walk/Run

In the morning hours just before the commencement of Sakura Sunday, both amateur and experienced athletes will take to the streets for the 3rd Annual Cherry Blossom 5K.
This event has been established to benefit the JASGP Community Tree Planting Project, which aims to:
- beautify the Philadelphia landscape with the continued planting and maintenance of cherry blossom trees
- set the backdrop for the Subaru Cherry Blossom Festival of Greater Philadelphia
- foster environmental appreciation and awareness inspired by Japanese culture
- continue a legacy that began in 1926 with the Japanese government's donation of 1,600 flowering trees to the City of Philadelphia
The run will be followed by Sakura Sunday, the centerpiece event of the Festival. |

Thundering taiko drumming meets high-energy Japanese dance as Japan's Tamagawa University returns to Philadelphia. One of Japan's best performing arts schools, Tamagawa is ranked among the top 3 taiko groups in the world. Colorful costumes and unique choreography characterize Tamagawa Taiko's performances of traditional and original works.
In addition to the main stage performances, Sakura Sunday features a range of activities to be enjoyed by the entire family:

* Congressional-Executive Commission on China, Professional Staff Member - deadline to apply: April 10, 2012
The Congressional-Executive Commission on China is a bipartisan commission created by Congress in 2000 to monitor and report on human rights and rule of law developments in China. The Commission consists of Senators, Members of the House of Representatives, and senior officials from the Administration. The Commission holds hearings, issues an Annual Report, and maintains a database of political prisoners in China, among other activities. For more information on the Commission, see www.cecc.gov.
The Commission is seeking professional staff members to assist in monitoring and reporting on substantive issues, including worker rights, criminal justice, freedom of residence and movement, access to justice, Xinjiang, ethnic minority rights, freedom of religion, civil society, North Korean Refugees in China, and property in China. The professional staff member will assist in assessing China's compliance or noncompliance with international human rights standards and Chinese domestic law. Successful candidates should have a substantive background and/or an interest in one or more of these issue areas. Successful candidates should also possess the necessary Chinese language, English writing, and communication skills to effectively research, analyze, and explain such developments to U.S. policymakers and the broader public.
Main duties:
- Monitoring and researching Chinese and English language sources (media, government, NGO) for developments relating to their issue area.
- Identifying and analyzing key developments and reporting their significance orally and in writing, including through drafting sections of the Commission's Annual Reports, short analysis pieces, public statements, and press releases.
- Researching political prisoner cases and creating and maintaining case records in the CECC Political Prisoner Database.
- Assisting in organizing CECC public hearings and roundtables.
- Staff member also may be asked to travel to U.S. cities, China or other foreign locations on official business.
Qualifications:
- Candidates must be a U.S. citizen.
- Very strong demonstrated ability to speak, read, write, and perform research in Chinese (Mandarin) is required.
- The successful candidate will likely have worked or studied in mainland China, Taiwan, or Hong Kong.
- Candidates will preferably have a law degree or a Ph.D. or M.A. in political science, history, business, economics, or other social sciences. B.A. candidates with very strong credentials will also be considered.
- Strong oral and written communication skills, and the interpersonal skills and enthusiasm to work under tight deadlines and as part of a team.

All CIEE alumni are invited to apply for one of eight paid internships during the summer of 2012 at CIEE’s headquarters in Portland, Maine. This internship program is designed to identify and reward exemplary students who have recently completed a global learning experience and who possess specific skills to advance strategic CIEE initiatives through an intensive summer work project. Interns will be mentored by a CIEE staff member, will complete a rigorous project during the summer, and will receive a formal performance evaluation at the completion of the program.
The CIEE Alumni Summer Internship is an eight-week, paid internship beginning on June 11, 2012 and ending by August 10, 2012. Interns will work four days each week, Monday through Thursday, and will be off on Fridays, as well as for the entire week of July 2 to celebrate Independence Day. PENN STUDENTS ONLY: Christopher H. Browne Center for International Politics Faculty & Graduate Student Research Grants - rolling application deadline
The Christopher H. Browne Center for International Politics invites applications from Penn standing faculty and graduate students for research grants for the fiscal year 2012-13. The Center is interested in supporting scholarly projects that are related to all areas of international relations, but we are particularly interested in research bearing on international security and the international political economy.
Over the course of an academic year, faculty may receive up to $5,000 and students may receive up to $1,500 to cover research expenses. Grants can be used to support travel and field research, to purchase supplies, and to hire research assistants.
We invite all faculty and graduate students at Penn whose research interests fit within the broad mission of the Browne Center to submit applications. Applications should be no longer than five pages and include the following:
- A description of the research project.
- A budget explaining the expenses the grant is to cover and a statement of all current and pending support for the research project.

PENN STUDENTS ONLY: Y. H. Park Fellowship in Korean Studies - deadline to apply: early May 2012
The Y.H. Park Fellowship funds a Ph.D. or a master student in the humanities, social sciences, international management, international studies, or fine arts whose primary research area is Korea and whose dissertation will be on Korea. Applicants are expected to continue their scholarly activities outside of Korea after completion of their degrees. They must have sufficient Korean-language proficiency to use Korean-language sources in conducting research and writing dissertations. The Park Fellowship will provide funding of approximately $33,000 (sufficient to cover the cost of Reduced Ph.D. Tuition, a 12-month stipend and health insurance). Asia Rice Foundation U.S.A. - deadline to apply: June 1, 2012
ARFUSA will grant up to $3500 for travel, scientific research, education or artistic work about rice in developing rice-producing countries. You must be a scholar registered at an accredited institution of higher education or a faculty member at such an university and have a letter of support from your national rice foundation or a US university faculty member. Creative artists must illustrate their qualifications.
Applications that involve travel and study of US-based scholars at IRRI or other developing country locations are encouraged, but you must provide a full project budget and tell us where you will get the rest of the money you need.

The East Asia Institute (EAI) based in Seoul, South Korea, invites applications for its Fellows Program on Peace, Governance, and Development in East Asia. Funded by the Japan Foundation, the Chiang Ching-kuo Foundation for International Scholarly Exchange of Taiwan, and YBM/KIS, an education institute of Korea, the Fellows Program targets East Asia specialists with cutting-edge expertise in political science, international relations, and sociology for an international exchange program with the goal of encouraging interdisciplinary research with a comparative perspective in the study of East Asia. The EAI Fellows present seminars and lectures, based on an unpublished article on current issues submitted solely for the purpose of the Fellows Program, at two or more Partner Institutions in East Asia.
Program: The Program is designed to give the Fellows the flexibility required to bring out the best of their expertise in seminars and lectures. Fellows choose the subjects of their articles, seminars, and lectures within the broadly defined themes of peace, governance, and development in East Asia in order to make the visitation an integral part of their on-going research. Fellows are free to decide how they will divide their time among two or more Partner Institutions, giving a seminar and a lecture apiece at each of the sites chosen. The Partner Institutions are the East Asia Institute in Seoul, Fudan University in Shanghai, Keio University in Tokyo, Peking University in Beijing, and National Taiwan University in Taipei.
Eligibility: The EAI Fellows Program is intended for tenured, tenure-track, and untenured East Asia specialized professors based in the United States, Canada, Europe, Australia, and other non-Asian regions, conducting research in the fields of political science, international relations, and sociology.
Selection Process: The EAI will select up to five Fellows in 2012. The representatives of the Partner Institutions plus an Advisor based in the United States select EAI Fellows through an annual competition.
Support: The program provides funds ranging from USD 8,000 to 10,000 for each of the Fellows. The grant covers an honorarium for the article, seminar, and lecture as well as the cost of ground transportation, round-trip economy-class international air flight, hotel accommodation, meals, and a per diem for a total of three-week stay in East Asia (see comments on Application Forms).

Beijing Foreign Studies University, Master’s in East-West Relations - deadline to apply: April 30, 2012
The Center for East-West Relations (CEWR) at Beijing Foreign Studies University in Beijing, China is now accepting applications for the East-West Relations M.A. program to begin Fall 2012. This unique M.A. program focuses on the importance of culture in international diplomacy and international communication. The curriculum is constructed in a way to provide students with an understanding of the background assumptions and priorities that inform Eastern and Western policies and practices. All major courses will be taught in English, but students will be expected to participate in Chinese language courses during the two-year program.

Kathmandu University - Centre for Buddhist Studies, Tibetan, Sanskrit and Nepalese Summer Programs - deadline to apply: May 1, 2012
Kathmandu University - Centre for Buddhist Studies is now accepting applications for its Tibetan, Sanskrit and Nepalese summer intensive language courses offered in 2012. This summer the language programs include three levels of colloquial Tibetan (beginning, intermediate, and advanced), beginning Sanskrit, and beginning Nepalese. An introductory Buddhist Studies intensive, combining study and a meditation practicum, is also offered.
The courses, which are structured as a full immersion into the local languages and cultures, include the opportunity to live with Tibetan and Nepalese families. All classes are held at Ka-Nying Shedrub Ling Monastery, just a few minutes' walk from the Great Stupa of Boudhanath in the Kathmandu Valley.

The University of Pennsylvania will be offering a graduate course in the Fall semester, titled “Bioethics in China: Research, Industry, and Practice”. In addition to lectures at Penn, students will travel to Beijing, Nanjing and Shanghai (August 24-September 4) where the program will include site visits, academic lectures, and meetings with policy makers, Chinese and expatriate business leaders and others. This course is open to alumni, business professionals, and external graduate students.
This course will provide executive students a broad understanding of bioethical issues in China, specifically:
• Challenges in conducting business and research in China, including organizational practices and business ethics.
• Ethical considerations in outsourcing clinical trials to China
• Pharmaceutical marketing practices in China
• Physician-Patient interactions and the notions of autonomy
• Ethics in health policy

Meiji University, Summer Program in the Social Sciences - deadline to apply: May 18, 2012
This two-week summer program is designed for non-Japanese students to study law, politics and economics in socio-cultural contexts in Japan. All courses are conducted in Japanese in an interactive way. The program will provide the opportunity to discuss hot issues in contemporary Japanese society. Course topics include the constitutionality of citizen lay participation as lay judges in court trials, recent developments in Japanese-style employment, Japanese views of life and death, problems arising from the shrinking population, the future of the Japanese economy, the feasibility of East Asian Community and others.
The program also includes field trips to important institutions such as the national Diet, the Court, the Tokyo Stock Exchange, a law firm and a prison.
Meiji University is located at the center of Tokyo, where participants will be able to see and learn how legal, political and economic institutions function in the Japanese society. We welcome everybody who would like to learn about Japan in Japanese.

Woodenfish Project’s 10th Year of the “Humanistic Buddhist Monastic Life Program” (HBMLP) - deadline to apply: April 15, 2012
The Woodenfish Project’s tenth year of the “Humanistic Buddhist Monastic Life Program” (HBMLP) in Taiwan, will run from July 15th to August 12th, 2012.
Over the past nine years, the Woodenfish Project has offered undergraduate and graduate students the rare opportunity to extend their learning beyond the classroom, by experiencing authentic monastic life at Fo Guang Shan monastery in Taiwan. Since 2002, I have watched this program evolve and become a key factor in the maturation of all involved. Dozens of Woodenfish alumni have continued on to pursue graduate studies in related fields. It has truly been a life changing experience for us all.
For the past three summers, we have also been offering another program, “Buddhism in China”, to bring scholars, graduates and upper-level undergraduates to the historical sacred mountains and famous temples of China. This program provides a great opportunity for our colleagues and students in Chinese studies to experience firsthand the development of religious culture in China.
In order to continue the success of these programs, please extend these rare opportunities to your students by promoting this year’s programs at your college or university. Those students with an emphasis on the fields of Buddhism and Chinese culture or language are strongly encouraged to apply. There will be a rolling admissions process for both programs, with the same final application deadline of April 15th, 2012.

5th Korea-America Student Conference (KASC) - deadline to apply EXTENDED: April 16, 2012
The 5th Korea-America Student Conference (KASC) this year will take place from July 2nd to July 29th and will bring together 50 Korean and U.S. students of diverse backgrounds and perspectives. The two delegations will study, work, live, and travel together as a group, visiting four regions in the U.S.
Last year, the 4th KASC took place in Korea, where the delegates had the opportunity to travel and hold the Conference at Gwangju, Jeju Island, Busan, and Seoul.
This year, the 5th KASC will explore the theme: New Possibilities, Infinite Potential. Supported by student leaders--the 5th KASC Executive Committee--student delegates will join Roundtables to discuss related topics. Roundtables are comprised of equal numbers of delegates from each country.

Focus:
This course is designed to train you to speak and listen to Mandarin Chinese, and to introduce you to reading and writing the language. At the end of the course you will be expected to perform in all four skills—speaking, listening, reading and writing—at a basic level of proficiency. You will not only learn to speak the language; you will also develop an understanding of Chinese interpersonal behavior. The ultimate goal is to teach you not just to speak Chinese, but to function successfully in Chinese culture using Mandarin—to present yourself as an intelligent person in Chinese culture using the Chinese language. You will learn to speak and perform correctly in a variety of social situations. In each setting you will learn how to perform in the Chinese language in a culturally appropriate way.
This course is appropriate for:
1) Students with no Chinese background. The course will assume that you have no exposure to Chinese language.
2) Students with one to two years of high school or college Chinese in courses that focus on reading and writing. This course focuses on oral proficiency. Some of our most successful students have come from Portland area high school Chinese programs.
3) College students, high school students (age 15 or higher), business people, and others are welcome to apply.

The HPAIR 2012 Asia Conference seeks to bring together future and current leaders from around the world to engage in a five-day dialogue, addressing the events that have helped to shape the current status of Asia on the world stage. The conference will challenge its participants to think critically about questions surrounding Asia's future. In the wake of the recent global financial recession, what should Asia do to recover from and prevent similar meltdowns in the future? American Association for Chinese Studies 54th Annual Conference at Georgia Tech, Atlanta - deadline to submit: May 1, 2012
We invite scholars of all disciplines in Chinese Studies to submit proposals for papers, roundtables, and panels for the 54th Annual Conference of the AACS, hosted by the Georgia Institute of Technology. The program committee prefers proposals for complete panels, including a panel chair, 3-4 presenters of papers, and a discussant. The committee especially welcomes theme panels that help integrate the conference.
Examples of possible themes:
·“Challenges to Leadership and Succession in China and Taiwan”
· “Issues of Science and Technology in Greater China”
· “Cultural and Social Spillovers of Cross-Strait Economic Integration”
· “Social Change and the New Generation of Chinese”
The committee welcomes proposals for individual papers and will attempt to place the presenter on an appropriate panel. Too, the committee encourages proposals from graduate students; the AACS has initiated an award for the best graduate student paper at the conference. As in past years, proposals for roundtables featuring special events of broad significance, such as the 18th National Congress of the Chinese Communist Party, are invited. Overall, our goal is to construct a balanced program, including panels representing the humanities, the social sciences, education and business-related subjects.
The deadline for panel and roundtable proposals is April 13, 2012, and for individual papers May 1, 2012. Korean Studies Advancement Center in Andong - deadline to submit: July 30, 2012
The Korean Studies Advancement Center in Andong is seeking original academic papers in English on any aspect or topic related to Andong in terms of history, culture, society, philosophy, religion, folklore, literature, music, geography, or any other field of interest. Those who submit a paper by May 15, 2012 and are selected will be invited to the Andonghak (安東學, Andong Studies) International Conference to be held on June 25-26, 2012. This conference, which is being held to encourage scholars to conduct research on Andong-related topics, is open to anyone who is interested in Andong Studies.
Length of paper: more than 8,000 words

GEOO Summer Travel Programs for Educators
Global Exploration for Educators Organization (GEEO) is a 501c3 non-profit organization that runs summer professional development travel programs designed for teachers.

Nishan Confucian Studies Summer Institute - deadline to apply: April 1, 2012
The Second Annual Confucian Studies Summer Institute is taking place at the Nishan Birthplace of the Sage Academy in Shandong, China, June 9 to July 7, 2012.
This month-long training program for teachers of Chinese culture (and select graduate students) will be led by professors Roger T. Ames (University of Hawaii), Sor-hoon Tan (National University of Singapore) and Tian Chenshan (Beijing Foreign Studies University), with a special series of lectures by Henry Rosemont, Jr. (Brown University). Our time together will revolve around careful and critical readings of classical texts and contemporary commentaries, seminars, discussion groups, cultural events and activities, and a number of field trips.
Given China’s rapid political and economic rise, anticipating the weight and measure of China’s growing influence has become a serious academic concern. To meet this urgent situation effectively, scholars must not only be aware of current affairs, but must also be sensitized through exposure to canonical texts and their interpretive contexts to take Chinese culture on its own terms. The purpose of this program is to read such texts carefully and make them our own.
