The position of U.S. Special Envoy to Afghanistan and Pakistan, initially held by Richard Holbrooke, was established in January 2009 as part of the president's three-pronged foreign policy of diplomacy, development, and defense. Ambassador Marc Grossman replaced the late Ambassador Holbrooke last year as the U.S. was beginning to plan its troop withdrawal from Afghanistan and had hopes of a diplomatic settlement in the region through negotiations with the Taliban.
Amid enormous challenges this year including the seething rage of Afghan citizens toward the U.S. and its military presence after several incidents including the recent slaughter of Afghan citizens by a U.S. soldier, failed negotiations with the Taliban, and growing strains in the relationship with neighboring Pakistan, Ambassador Grossman joins The Philadelphia Inquirer's foreign affairs columnist, Trudy Rubin, to offer an assessment of the current situation in the region. |

Barack Obama’s 2008 presidential campaign envisioned both enhanced international relationships and the restoration of America’s image abroad resulting from a greater reliance on diplomatic efforts, rather than military intervention, to address global threats and challenges. After three years in office, this approach has been tested on a number of fronts and the administration’s emerging foreign and defense policy strategy—which has come to be referred to as “the Obama Doctrine”—now advocates using unilateral force, if necessary, against direct threats to the United States, while relying on multilateral responses, not necessarily by force, against indirect threats that have more of a global security impact.
As we approach the 2012 election, amidst Republican assertions of the failures of Barack Obama’s policies, a panel of experts, including Fawaz Gerges, Charles Kupchan and Michael Swaine, join us to explore the President’s record with regard to crises and challenges in the Middle East, Asia and Europe. |

No westerner knows China like Jack Perkowski, investment banker turned entrepreneur, who went to China and built one of the most successful companies in its automotive industry.
Upon graduating Cum Laude from Yale and with High Distinction from the Harvard Business School where he was named a Baker Scholar, Jack spent eighteen years on Wall Street, rising to head of investment banking at PaineWebber. Well before others recognized the significant role that China would play in the global economy, Jack spent three years investigating opportunities in Asia and China and, in 1994, founded ASIMCO, an automotive components company based in Beijing, China.
In 2009, Perkowski established JFP Holdings, a merchant bank for China, to help global companies develop and implement their China strategies and to assist Chinese companies in developing global footprints.
Jack Perkowski was featured in the best-selling book The World Is Flat: A Brief History of the Twenty-first Century by journalist and Pulitzer Prize winning author Thomas Friedman. In 2008, he authored Managing the Dragon: How I’m Building a Billion Dollar Business in China.

Background: The Cultural Division of the Taipei Economic and Cultural Office in New York represents Taiwan’s Ministry of Education in New York and aims to promote educational relationship between Taiwan and the states of New York, New Jersey, Connecticut and Pennsylvania.

Job Description
This is an entry-level, full-time position in our consultant team. PENN STUDENTS ONLY: Christopher H. Browne Center for International Politics Faculty & Graduate Student Research Grants - rolling application deadline
The Christopher H. Browne Center for International Politics invites applications from Penn standing faculty and graduate students for research grants for the fiscal year 2012-13. The Center is interested in supporting scholarly projects that are related to all areas of international relations, but we are particularly interested in research bearing on international security and the international political economy.
Over the course of an academic year, faculty may receive up to $5,000 and students may receive up to $1,500 to cover research expenses. Grants can be used to support travel and field research, to purchase supplies, and to hire research assistants.
We invite all faculty and graduate students at Penn whose research interests fit within the broad mission of the Browne Center to submit applications. Applications should be no longer than five pages and include the following:
- A description of the research project.
- A budget explaining the expenses the grant is to cover and a statement of all current and pending support for the research project.
- The principal investigator's curriculum vitae.

East Asia Institute (EAI) Fellows Program
on Peace, Governance, and Development in East Asia - deadline to apply: July 16, 2012
The East Asia Institute (EAI) based in Seoul, South Korea, invites applications for its Fellows Program on Peace, Governance, and Development in East Asia. Funded by the Japan Foundation, the Chiang Ching-kuo Foundation for International Scholarly Exchange of Taiwan, and YBM/KIS, an education institute of Korea, the Fellows Program targets East Asia specialists with cutting-edge expertise in political science, international relations, and sociology for an international exchange program with the goal of encouraging interdisciplinary research with a comparative perspective in the study of East Asia. The EAI Fellows present seminars and lectures, based on an unpublished article on current issues submitted solely for the purpose of the Fellows Program, at two or more Partner Institutions in East Asia.
Program: The Program is designed to give the Fellows the flexibility required to bring out the best of their expertise in seminars and lectures. Fellows choose the subjects of their articles, seminars, and lectures within the broadly defined themes of peace, governance, and development in East Asia in order to make the visitation an integral part of their on-going research. Fellows are free to decide how they will divide their time among two or more Partner Institutions, giving a seminar and a lecture apiece at each of the sites chosen. The Partner Institutions are the East Asia Institute in Seoul, Fudan University in Shanghai, Keio University in Tokyo, Peking University in Beijing, and National Taiwan University in Taipei.
Eligibility: The EAI Fellows Program is intended for tenured, tenure-track, and untenured East Asia specialized professors based in the United States, Canada, Europe, Australia, and other non-Asian regions, conducting research in the fields of political science, international relations, and sociology.
Selection Process: The EAI will select up to five Fellows in 2012. The representatives of the Partner Institutions plus an Advisor based in the United States select EAI Fellows through an annual competition.
Support: The program provides funds ranging from USD 8,000 to 10,000 for each of the Fellows. The grant covers an honorarium for the article, seminar, and lecture as well as the cost of ground transportation, round-trip economy-class international air flight, hotel accommodation, meals, and a per diem for a total of three-week stay in East Asia (see comments on Application Forms).

* Overseas Young Chinese Forum (OYCF) Short-term Teaching Fellowships - deadline to apply: August 15, 2012
The Overseas Young Chinese Forum ("OYCF"), a non-profit organization based in the United States, is pleased to announce that it is now accepting applications for its Teaching Fellowships, which sponsor short term teaching trips by overseas scholars or professionals (Chinese or non-Chinese) to universities or other comparable advanced educational institutions in China. The subjects of teaching include all fields of humanities and social sciences, such as anthropology, art, communication, economics, education, geography, law, literatures, philosophy, political science, sociology, etc.
OYCF will grant thirteen fellowship awards to support short term teaching trips during the Academic Year of 2012-13, including five OYCF-Ford fellowships in the amount of $2,500 each and nine OYCF-Gregory C. and Paula K. Chow fellowships in the amount of $2,000 each. The application deadline is August 15, 2012. Awards will be announced on September 15, 2012.
If you have a Ph.D., J.D., J.S.D. or a comparable graduate degree from, or is currently an advanced doctoral candidate (having passed the Ph.D. qualification examination and finished at least three years of graduate studies) in a university in North America or other areas outside China, and are interested in teaching a covered subject in a college or graduate school in Mainland China, please find on line the Information and Application Procedures for the OYCF Teaching Fellowships at http://www.oycf.org/Teach/application.DOC. Ph.D. students are highly encouraged to apply because an independent teaching experience will add significant weight in the resumes and help build strong connection with China's academia. We also give preference to advanced Ph.D. student applicants who would combine this teaching opportunity with their dissertational research in China.
As noted therein, preference will be given to teaching proposals that include comparative or interdisciplinary perspectives; are about subjects that China is in relative shortage of teachers; or will be conducted at universities in inland provinces and regions. This year, we dedicate at least 3-4 fellowships as the Central or Western Region Teaching Fellowships to teaching fellows who plan to teach in an inland province or autonomous region. Accordingly, teaching proposals specifically designed for teaching in these regions are especially welcome.

Council for International Exchange of Scholars, Fulbright Programs - East Asia and the Pacific--Korea--U.S.-Korea International Education Administrators Program - deadline to apply: November 1, 2012
The sponsor provides support for approximately eight international education administrators to attend meetings with representatives of Korean universities, private-sector agencies and organizations and selected government agencies at various institutions in Korea. Applicants must be international education administrators (for example, foreign student advisors, study abroad advisors or foreign student admissions) or senior-level university administrators with substantial (at least 60 percent of their time) responsibility for enhancing the international dimension of their institutions. Applicants must be affiliated with a two- or four-year college or
university or a non-profit international education exchange organization. They must also have a minimum of five years of full-time work experience in international education. Preference is given to applicants who have not had significant professional visits to Korea in the past five years. The duration of the program is two weeks.

The sponsor provides seminar awards for the U.S.-Japan International Education Administrators Program to visit various institutions in Japan. Applicants must be international education
administrators (for example, foreign student advisors, study abroad advisors and foreign student admissions) or senior-level university administrators (deans, vice presidents, provosts and presidents) with substantial (at least 25 percent) responsibility for enhancing the international dimension of their institutions. Applicants must be affiliated with a two- or four-year college, university or a nonprofit international education exchange organization and have a minimum of
five years of full-time work experience in the field of international education. Preference is given to applicants who have not had significant professional visits to Japan in the last five years and who indicate an institutional interest in increasing the number of Japanese students on their campus. Awards are two weeks in duration.

Music of Korea (MUSC-166/EALC-084) - Fall 2012 Course Opportunity
There is a new course, Music of Korea (MUSC-166/EALC-084), which Dr. Matthew Schreibeis will be teaching in fall 2012. This course will survey the music of Korea with the goal of placing specific musical genres in cultural and historic contexts. A wide-ranging approach will emphasize the diversity of Korea's musical styles, including, court, folk, popular (K-pop), film, and contemporary classical music. No prior knowledge in Korean language or culture is presumed.
The course will meet Tuesdays and Thursdays from 1:30 until 3:00.

Bioethics in China Course (Open to all alumni, business professionals, and external graduate students) - deadline to register: May 15, 2012
The University of Pennsylvania will be offering a graduate course in the Fall semester, titled “Bioethics in China: Research, Industry, and Practice”. In addition to lectures at Penn, students will travel to Beijing, Nanjing and Shanghai (August 24-September 4) where the program will include site visits, academic lectures, and meetings with policy makers, Chinese and expatriate business leaders and others. This course is open to alumni, business professionals, and external graduate students (closed to undergraduate students).
This course will provide executive students a broad understanding of bioethical issues in China, specifically:
• Challenges in conducting business and research in China, including organizational practices and business ethics.
• Ethical considerations in outsourcing clinical trials to China
• Pharmaceutical marketing practices in China
• Physician-Patient interactions and the notions of autonomy
• Ethics in health policy
• Intellectual property and the regulatory landscape in China

Meiji University, Summer Program in the Social Sciences - deadline to apply: May 18, 2012
This two-week summer program is designed for non-Japanese students to study law, politics and economics in socio-cultural contexts in Japan. All courses are conducted in Japanese in an interactive way. The program will provide the opportunity to discuss hot issues in contemporary Japanese society. Course topics include the constitutionality of citizen lay participation as lay judges in court trials, recent developments in Japanese-style employment, Japanese views of life and death, problems arising from the shrinking population, the future of the Japanese economy, the feasibility of East Asian Community and others.
The program also includes field trips to important institutions such as the national Diet, the Court, the Tokyo Stock Exchange, a law firm and a prison.
Meiji University is located at the center of Tokyo, where participants will be able to see and learn how legal, political and economic institutions function in the Japanese society. We welcome everybody who would like to learn about Japan in Japanese.

Description: The Illinois/Indiana East Asia National Resource Center Consortium (IL/IN East Asia NRC) is pleased to announce its sixth annual IL/IN National Dissertation Workshop in the field of Asian Film and Media. The workshop will be held August 6-7 on the campus of the University of Illinois at Urbana- Champaign. Doctoral students in the humanities, social sciences, and fine arts whose dissertation projects concern Asian film and media, broadly conceived, are invited to apply. Areas of interest include film, communications, fine arts, anthropology, history, and sociology, among others. The workshop is designed to enable students just beginning work on their dissertations, as well as those farther along, to engage in intensive discussions of their own and each other’s projects. Possibilities for continuing networks among interested students and faculty will also be explored. The workshop will be limited to eight participants, and the cost of the workshop, some meals, and two nights’ lodging will be covered by the IL/IN East Asia NRC.
The workshop will be led by Gary Xu, Associate Professor in the department of East Asian Languages and Cultures at the University of Illinois Urbana-Champaign; Stephanie DeBoer, Assistant Professor in the department of Communication and Culture at Indiana University Bloomington; and Professor Gregory A. Waller in the department of Communication and Culture at Indiana University Bloomington.
Applicants must be enrolled full-time in a doctoral program and must have drafted a dissertation research proposal, although they need not have advanced to candidacy. Those in the early phases of writing are also encouraged to apply. In order to prepare the ground for a productive exchange, participants must come to the workshop having read and prepared comments on the other participants’ writing samples.
The application deadline is May 30, 2012.
Application materials consist of two items:
(1) a current CV
(2) a 4-6-page double-spaced dissertation proposal (including a description of the specific issues being addressed, the intellectual approach, and the materials being studied).

West Chester University is proud to host the 2012 Mid-Atlantic Region Association for Asian Studies (MARAAS) Annual Conference. The theme of this year's conference is "(Re)Defining Asia." The conference runs from Friday, November 2nd to Sunday, November 4th, 2012.
The MARAAS 2012 program committee invites proposals for panels and individual papers exploring any region of Asia from any disciplinary perspective. We welcome participation from faculty, graduate students, undergraduate students, independent scholars, and professionals, and encourage panels with innovative combinations of individuals and fields, especially those that engage with the 2012 theme. To assist faculty in bringing students to observe panels, we waive registration fees for undergraduate students.
PROPOSALS:

To submit a panel and/or paper proposal for the 2012, you must be a member of MAR-AAS. If you are not yet a member, you may also complete a membership application on our website. MAR-AAS membership fees are $20.00; $10.00 for students.

The deadline for panel and paper proposals is MAY 18, 2012. The deadline for early registration for conference presenters is JULY 1, 2012. Registration by this date is necessary if you wish your name to appear in the program. Paper acceptances and panel assignments will be completed by June 8, 2012.
REGISTRATION:
Early registration fees for presenters are $65 for current members, $75 for non-members, $45 for current member students, and $55 for non-member students. After JULY 1, conference registration fees increase by $10.00. Your paid registration for the 2012 conference gives you the added benefit of MAR-AAS membership for 2013.

ASIAN POPULAR CULTURE, MPCA/MACA Conference 2012 Columbus, Ohio - deadline to submit: May 31, 2012
The Midwest Popular Culture Association/Midwest American Culture Association is now accepting papers, abstracts and panel proposals for the 2012 annual conference.
ASIAN POPULAR CULTURE call for papers
Seeking presentations on all elements of popular culture throughout Asia, including the Pacific Islands, South Asia, SouthEast Asia, India, and Western Asia (the Middle East).
Deadline for receipt of proposals has been extended to May 31, 2012.

The conference will be held Friday-Sunday, 12-14 October 2012 at the Renaissance Columbus Downtown Hotel in Columbus, Ohio.
Before you submit, make sure you have done the following:
• Your submission must have a full title as well as an abstract/paper/panel.
• You must include the name, affiliation, and email address of each author/participant. If you do not include an email address, you must include a postal address.
• You must indicate if you need a TV/DVD player for your presentation. NOTE: The only audio-visual equipment available from the Association will be a DVD player and monitor, and you must ask for it at the time you submit your proposal. With appropriate preparation, a DVD player can play audio, video, and still images.
• If necessary, you must indicate potential scheduling conflicts.
• If you wish your presentation to be listed as MACA (rather than MPCA), please include this request with your submission.
Please plan to attend the entire conference. Panels will run at the following approximate times: Friday 2:30pm-7:30pm, Saturday 8:30am-6:15pm, and Sunday 8:00am-1:00pm. We may begin at 12:45pm on Friday if demand so dictates.
A preliminary version of the schedule will be posted on our website around August 2012. The final version will be distributed in hard copy at the conference. For privacy reasons, we do not publish e-mail addresses in the online version of the program.
All participants must be members of the Midwest Popular Culture Association/Midwest American Culture Association. Membership is $50 for students with ID, retirees, and unemployed, and $80 for all others. Membership is for the calendar year through December 2012. The membership fee is separate from the conference registration fee.

Korean Studies Advancement Center in Andong - deadline to submit: July 30, 2012
The Korean Studies Advancement Center in Andong is seeking original academic papers in English on any aspect or topic related to Andong in terms of history, culture, society, philosophy, religion, folklore, literature, music, geography, or any other field of interest. Those who submit a paper by May 15, 2012 and are selected will be invited to the Andonghak (安東學, Andong Studies) International Conference to be held on June 25-26, 2012. This conference, which is being held to encourage scholars to conduct research on Andong-related topics, is open to anyone who is interested in Andong Studies.
Length of paper: more than 8,000 words
We request papers and contact information be submitted to jskim@koreastudy.or.kr (Dr. Jong Seok Kim, conference organizer) and namlin.hur@ubc.ca (Dr. Nam-lin Hur, conference coordinator).
